PAV based optimal outcome
All possible arrangements of winners are examined and each voter rates the arrangement.
The outcome with the highest total rating is selected.
When examining an outcome, each voter sorts the candidates in the outcome in order of his preference.
He then rates the outcome as
R = U1 + U2/2 + U3/3 + ...
where U1 is the utility of the voter's favourite candidate, U2 is the utility of his next favourite and so on. Only candidates in the winning set being considered are included.
This is a PR based method and if all voters were to vote strategically, it would obey PR for solid coalitions.
The method requires the honest utility scores for each candidate. It is only used as a comparison.
